Hey, Kiri! I'm not Wikia staff, but I do know how to turn article comments off. All you have to do is go to the Admin Dashboard ("Admin" on the bottom banner)>Wiki Features, and find "Article Comments". Where it says "enabled", you simply need to click that, then click OK in the popup that appears, and the article comments section should be removed and replaced with talk pages. :) Cheers!
